Does America have a hand in a new outbreak of Mad Cow Disease in Great Britain? Are recent incidents in the United States merely a case of the past haunting the present?

In America a new President is handed a terrible legacy from his predecessors. In England public demonstrations grow violent as outbreaks of Mad Cow and Foot and Mouth diseases take their toll. The Prime Minister refuses to step down despite a vote of no confidence over a London Times article that Great Britain has formed a military alliance with Russia. What in the world is going on?

The cows have come back to bite, and only two people can stop them. The unlikely duo of George Goater, a fumbling drunken Englishman, and General Howard Kingsman, an American war hero, scour England, Barbados and Hawaii for pieces of a monstrous jigsaw puzzle. Along the way, they encounter a host of characters including a sexy toxicologist, a dashing London playboy, two ancient Chinese hermits and malicious drug lord.
